Blue Badge and Accessible Parking in North Yorkshire

How to apply for or renew a Blue Badge from North Yorkshire Council, and how car park concessions differ between towns.

North Yorkshire Council issues Blue Badges: apply or renew online, at a cost it publishes as £10, with assisted digital appointments at libraries in Selby, Harrogate, Scarborough, Malton, Skipton and Northallerton. Free parking for badge holders is set car park by car park: for example Scarborough, Whitby and Selby pages say free, and Harrogate and Ripon pages say free for disabled users.

Applying and renewing

North Yorkshire Council's Blue Badge page says you can apply for or renew online, that it costs £10 including replacements and renewals, and that the payment is refunded if the application is unsuccessful. It says online applications are quick and often get an instant decision. It recommends applying 30 days before your current badge expires, continuing to use the old badge until then, and says the badge is posted second class and can take up to 14 working days. It also warns that unauthorised websites have been charging £50 and that the council's application process is free. You can also apply at GOV.UK.

If you cannot apply online, the council says you can book an assisted digital appointment at one of its core libraries, in advance and paying by card: Selby, Harrogate, Scarborough, Malton, Skipton and Northallerton. Postal evidence routes lead to a telephone assessment and sometimes a walking assessment. For a lost or stolen badge the page says there is a £10 replacement charge and to report thefts to North Yorkshire Police.

Parking in council car parks, town by town

The council's car park directory lists car parks by former district area, and the wording about Blue Badges differs between car parks. Examples from the pages we opened:

  • Scarborough: Albion Road car park says Blue Badge holders can park free of charge when displaying a valid badge, and the same wording appears on several other Scarborough car park pages.
  • Whitby: Abbey Headland car park says the same.
  • Selby: Back Micklegate car park says the same; other Selby pages we opened did not.
  • Harrogate: Jubilee multi-storey car park says parking is free for motorcycles and disabled users.
  • Ripon: Cathedral and Market Place car parks say parking is free for motorcycles and disabled users.
  • Skipton and Northallerton: the Bunkers Hill and Applegarth short stay pages list disabled spaces; check them for any Blue Badge concession.

Because wording and practice differ, read the page for the car park you plan to use and display your badge as it instructs. See our parking guide for tariffs.

On-street disabled bays

The council's on-street page says disabled bays can be created in residential areas for Blue Badge holders without access to off-street parking, with no cost unless a path or dropped kerb is needed, after a two stage assessment, and that it can take about 12 months. It says the bays are available to all Blue Badge holders, resident or not.
